when necessary to keep the rpms between 2000 and 5000 (nice big range, so it's easy to do...and it's the powerband). It isn't strictly necessary on the street, but it is good practice for the track, gives you more knowledge of how your car behaves, makes you a better performance driver, and in case of an emergency where you need to accelerate out of danger it is safer. I think everyone with a manual transmission should practice downshifting during street driving. I never double-clutch though; I find it completely unnecessary with a sufficiently large throttle blip.
